SITUATION IN ORGANIZATION: This position reports directly to the Reliability Engineering and Projects Manager and has the Lead MI Inspector as a direct report.

JOB DIMENSIONS:

The Projects and Reliability Engineer will interface with the appropriate Arkema and contractor resources at the Houston site to manage capital project activities in a safe, responsible, and environmentally sound manner which is in compliance with all regulatory requirements.  Works in conjunction with the Reliability Engineering and Projects Manager to manage plant projects based on plant reliability improvement and mechanical integrity needs.  Provides support and training to plant PMs.  Manages the plant projects database and supports development of plant projects work processes.  Collaborates with plant management, process engineers, maintenance manager, maintenance and production supervisors, plant unit inspectors and maintenance craftsmen  Acts as a back-up for the reliability of mechanical equipment currently in operations at the plant and new equipment purchased for replacements, upgrades and expansion.

 

Responsible for complying with all AIMS HESQ policies & practices including ISO-9001, OHSAS-18001 and RCMS.  Responsible for overall plant mechanical integrity, repair strategies and overall enforcement of best practice and regulatory, industry standards.  Drives plant Reliability program and assist maintenance & operations day to day plant support.  For example, ASME, API, NBIC, NACE, OSHA, EPA TCEQ, etc.  Responsible for supporting the development of technical scope for plant turnarounds & outages.

KEY ACTIVITIES AND RESPONSIBILITIES:

SAFETY - 65%

HESQ (5 – 10%)

  • SAFETY: Participates in plant safety processes.  Participate in the plants HES and loss control programs.  Leads/Participates in the investigation of mechanical related incidents.  This position may be assigned as the incident owner for incidents most likely caused by a mechanical equipment failure.
  • Ensure capital projects are designed and installed in compliance with all applicable Codes and Standards.
  • Perform Management of Change (MOC) for capital projects or reliability improvements.
     
    Major responsibilities for the Projects and Reliability Engineer include but are not limited to the following:
  • Ensure the technical integrity of the project, including compliance with the project scope, job specification, accepted good engineering design, and meeting client requirements. (10%)
  • Manages assigned plant capital project activity. (10%)
  • Provide plant with authoritative source of knowledge and leadership for capital projects. (10%)
  • Ensures projects are constructed according to specifications, budget, and schedule. (10%)
  • Coordinates activities of all project team members and groups. (10%)
  • Prepares bid packages and cost estimates for projects. (10%)
  • Reviews and approves designs and specifications. (10%)
  • Contributes to and helps maintain the 1 and 5-year capital portfolio (5%)
  • Oversee the plant’s rotating equipment program to reduce repair frequency and increase equipment reliability. (5%)
  • Supports the plant’s mechanical integrity program. (5%)
  • Train workforce in techniques related to equipment reliability by creating documented procedures and providing on the job training. (5%)
  • Trouble shoots plant equipment, track trends, and retrains workforce. (5%)
     
    Other Responsibilities include:
  • Act as primary back up to the Reliability Engineering and Projects Manager.
  • Participate in the planning and execution of the plant turnarounds.
     
    CONTEXT AND ENVIRONMENT:

    This position requires significant organizational skills in addition to practical experience.  The position requires a person with hands-on ability that can manage multiple tasks simultaneously.  Must be able to interact in a team environment and work closely with hourly and professional personnel.  Must provide leadership and show a high degree of self-motivation and initiative.
    Supports the site HES policy and complies with all regulatory and internal requirements.
    Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.).
    Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents.
    REQUIRED EDUCATION/QUALIFICATIONS/WORK EXPERIENCE:
    This position requires a B.S. in Mechanical Engineering and a minimum of 10 years of chemical or industrial plant engineering/maintenance experience.  The individual must be able to operate with a high degree of autonomy and self-reliance.  Excellent interpersonal and written communication skills are required.  Strong computer skills needed.  A high level of organization and the ability to prioritize is essential to success.
    Knowledge of systems and processes, budgeting control, ISO, OSHA PSM/Management of change, reliability practices and rotating equipment experience is essential.  Ability to lead and work within cross-functional teams, as well as strong networking and organizational development skills are necessary.
    DEMONSTRATED COMPETENCIES:
  • Provide proactive leadership to the reliability program to improve plant on stream time and asset utilization.
  • Analyze critical equipment failures, determine root causes, and implement corrective actions.
  • Assist in maintenance planning.
  • Provide guidance to the plant in properly interpreting industry and engineering standards.
