The Regional Human Resources Manager reports to the Human Resources Manufacturing Director and dotted line to the Plant Managers. This position has one direct report which is the Training Specialist. This position will have an indirect Sr. admin report in Houston which performs 45% of HR administrative duties for both plants. 

 

The Regional Human Resources Manager leads the plant HR strategy and implementation for the Houston and Pineville facilities.  The position leads the implementation of and provides support with business and plant initiatives decided upon by the business leaders and manufacturing leaders associated with the manufacturing facilities, as they pertain to HR.  This position leads change management in the facilities.  This role is a vital member of the Employee-Management Committee, maintaining a reasoned balance in the relationship between the two parties.  The position requires an experienced HR professional well versed in all aspects of human resources including change management, talent acquisition and development, compensation and benefits, succession planning, workforce planning and development and employment law. 

 

The role requires full capability to successfully negotiate situations to a positive outcome, mediate between differences of opinion, make sound, fair judgments in support of business objectives and provide trusted counsel to the Manufacturing Director, Plant/Site Leader, Manufacturing HR Director and the site leadership teams.

 

Most importantly, the position requires that the individual be seen as a valued, contributing, and collaborative member and teammate within his/her client groups as well as within the Arkema Inc. HR&C community and must be able to build strong working relationships with his/her peers in the BU as well as within the Corporate HR&C Function.

 

Essential HR Functions for Manufacturing Plants (70%)

 

  • As a member of the plant LT (Leadership Team), provide partnership and ensures all HR topics and initiatives are strategically executed at the plant level.
  • Partners with the Houston & Pineville Plant Leadership Teams to ensure effective Human Resources processes are in place. e.g., Workforce Planning, Onboarding, Succession Planning, Performance Management, Employee Development, Employee Engagement, Compensation Planning, and Exit management.
  • Ensures alignment and oversees key HR initiatives driven by Arkema corporate functions.
  • Ensures leadership and coaching culture is cascaded through the organization.
  • Provides clear leadership by demonstrating understanding of business trends and needs
  • Initiates actions or projects for greater/cost effective workforce planning and management, succession planning and employee engagement within the plant.
  • Assists leadership to create work environments & reward systems that keep the associates stimulated and the team and organization productive.
  • Objectively assesse and recommend resolutions regarding employee relations issues, claims and charges. Understand plant trends and root causes associated with any employee issues and provide recommendation to improve organizational/team opportunities.
  • Thoroughly assesses all recommendations for severe disciplinary action, ensuring consistency with Company policies and practices.
  • Resolve HR issues that have been escalated by the plant employees, plant management and BU management.
  • Provides consulting services in the areas of change management, organizational effectiveness and leadership development in the areas of change management, organizational effectiveness and leadership development

 

Training (30%)

 

  • Design, develop, implement and evaluate the effectiveness of the new employee technical training for the Houston & Pineville plants.
  • Create the framework, training curriculum and process systems for the New Employee Training and Development Program.
  • Facilitate and identify curriculum and program best practice’s already in place and incorporate the methods, using modern technology into the training program.
  • Develop partnerships with local, regional, national organizations, alliance vendors, 3rd party shops & contractors with the aim of creating opportunities for hands-on-training programs. Once developed, establish the systems necessary to incorporate into training curriculum.
  • Develop effectiveness measures for the training programs and work with individual plant/technical managers to measure training program effectiveness and its impact on employee development and retention.
  • Plant-wide joint accountability with departmental supervision for certification and recertification of all employees for each skill and the effective tracking of the related records as dictated by compliance, supervision and company policy.
  • Ensure documents used for the training and development of employees, have been reviewed and updated as appropriate and ensure effective communication has occurred and is documented on Sharepoint and SuccessFactors.
  • Maintain all departmental training and certification files as necessary for all training programs in relation to safety, quality, production, company and departmental procedures.

 

CONTEXT AND ENVIRONMENT

 

  • The position will be dedicated 80% of the time to the Houston facility and 20% of the time to the Pineville facility. This position is expected to travel to Pineville once a month. Total expected travel is 20%.  Supports the site HES policy and complies with all regulatory and internal requirements
  • Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.)
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents

 

REQUIRED EDUCATION/QUALIFICATIONS/WORK EXPERIENCE

 

  • Bachelor’s degree (B.S.) is required; a Master’s Degree is strongly preferred.
  • 10+ years of experience working as a generalist in the Human Resources field; Minimum 5 years at the management level with experience encompassing recruiting/employment, employee relations, compensation, performance management, training, employee development. HR Manufacturing Plant experience preferred. Labor relations experience preferred.
  • Must be a strategic and results-oriented leader, have a strong business orientation and be able to react quickly and effectively to changing situations.
  • Possesses personal credibility as embodied by proven track record of success, able to instill confidence in others, able to frame complex ideas in useful ways, takes appropriate risks, able to provide candid observations and alternative insights on business issues.
  • Demonstrated success in translating ambiguous business needs into strategies and concrete team and individual development actions.
  • Excellent communication and influencing skills across multiple levels, functions and cultures with a sense of urgency required.
  • Proven experience working with others in the process of restructuring an organization (organizational design).
  • Experience working in large complex environments and matrixed organization is highly desirable.
  • Ability to interface with various business clients and adeptly navigate a variety of business opportunities and challenges. The ability to come up to speed quickly and apply best practices in various settings is a key skill.
  • Organizational savvy to apply managerial courage and maintain relationships when confronted with complex and/or difficult situations.
  • Ability to read legal and financial documents, references in case law investigation, labor contracts, labor laws and rules and federal laws is a plus.
  • Proficient in Microsoft Office Suite, especially Excel, PowerPoint, Word, and Outlook.
  • HRIS system experience. SAP preferred.
