Situation in organization: Reports to the Houston Plant Manager.  Manages Plant I&E Engineer, Maintenance and Reliability Engineer, TA & Projects Scheduler, TA & Project Planner. 

<span style="font-family: "Times New Roman", serif; font-size: 11pt;">Job dimensions:  Provide plant with authoritative source of knowledge and leadership for all capital projects (including turnarounds) and reliability related efforts.  Develop and manage capital budgets and 5 years capital plan effectively.  Works efficiently and effectively in a team environment as well as independently.  Gives direction to the Reliability + Project Engineers and promotes continuous improvement.  Ensure consistent drives towards excellence and Best in class practices for both reliability programs and capital Projects.

Key Activities and responsibilities:

Engineering & Reliability 40%

  • Develops annual goals and 5-year strategies to reduce maintenance related RPE and improve plant reliability.
  • Drives continuous improvement efforts for the Engineering & Reliability groups via good networking, benchmarking, and training.
  • Manage plant asset life cycles including mechanical integrity inspections.
  • Monitors, tracks, and drives continuous improvement of the Engineering & reliability using KPIs.
  • Management of contract engineering workload

Capital Planning & Projects 40%

  • Work closely with Operations and Maintenance organizations to help develop and manage turnarounds.  Insure plant turnarounds preparation, execution and cost control while following Arkema recognized best practices.  As needed during execution act as turnaround leader.
  • Implement CAPEX projects and Engineer work flows in a measureable way.
  • Ensuring quality job scopes, AGATE projects, project schedules, vendor packages and budgets are developed for all capital projects.
  • Ensuring the PSM, RMP and Management of Change requirements are completed for all capital projects.
  • Deliver special projects that would help enhance the Plants ability to plan and execute large maintenance jobs
  • Provide necessary back up and field support for Operations.

Analytics & Leadership 20%  

  • Work closely with HES teams for executing and continuously improving Incident investigations, MOCs, PSI and other PSM/Environmental elements as required.
  • Develop, establish a KPI Dashboard for driving improvement of effectiveness and efficiency metrics that link directly to the Plant’s KPIs and Goals.
  • Takes leadership role in plant safety processes to drive HES improvement through BBS observations, AIMS inspections, incident analyses, and process hazard analyses.  Follow and ensure compliance with Houston Leadership expectations such as reporting any incident in a timely manner.
  • Document Owner for Engineering & Maintenance controlled documents.
  • Support standard root cause investigations for asset failures in the plant.
  • Develops skills of direct reports by providing both group and individual training.

<span style="font-family: "Times New Roman", serif; font-size: 11pt;">This position works closely with the Houston Plant Leadership Team, the CfME and other KOP resources in continuously contributing/improving Asset utilization and overall Plant’s performance (effectiveness and efficiency).

Required Education/Qualifications/Work experience:

B.S. degree in Electrical Engineering or Mechanical Engineering; 10 –15 years of refinery or chemical plant maintenance, engineering, and project management experience.  Extensive knowledge sound engineering and technology practices.
