SITUATION IN ORGANIZATION: Reports to the HESQ Manager.  There are no subordinates reporting to this position.



  • Core responsibilities are in the areas of Health, Safety and Emergency Response.
  • Monitors company and contractor personnel activity as it relates to safe operations.
  • Responsible for complying with all AIMS HESQ policies & practices including ISO-9001, ISO-14001, OHSAS-18001 and RCMS.
  • Compliance with all legal and regulatory requirements. For example, OSHA, EPA, TCEQ, etc.


SAFETY - 65%

  • Conduct daily activities such as reviewing safe work permits, assessing safety hazards, reviewing field work activities to ensure working conditions of the plant are safe.
  • Facilitate the sites HESQ Committee and participates in other plant HESQ teams.
  • Oversee contractor safety management, including auditing process.
  • Participate in the Texas Chemical Council Safety Committee as the Arkema Houston site representative.
  • Responsible for coordinating and/or delivering monthly Loss Control Meetings.
  • Participate in PSM activities such as PHAs, eMOCs, PSSRs, etc.
  • Lead incident investigations as assigned.
  • Review incidents for trends and provide recommended corrective action.
  • Perform audits as prescribed by corporate and site policies/procedures.
  • Review and development of Safety policies/procedures.


    HEALTH - 15%

  • Responsible for identifying appropriate PPE for site including Task Hazard Analysis.
  • Conduct/coordinate site IH Sampling plans.
  • Assess work areas/stations for IH & ergonomic issues and provide corrective measures.
  • Manage the Arkema STARMAP database of IH data.
  • Assist with medical case management and first report of injuries.
  • Review and development of Health & IH policies/procedures.



  • Responsible for leadership role for Fire Brigade, Medical Team, Rescue Team and Hazmat.
  • Lead the site’s ERT Steering Team.
  • Plan and schedule Emergency Response training and drills, including critiques and follow-up actions.
  • Participate in the Channel Industries Mutual Aid organization as the Arkema Houston site representative.
  • Coordinate periodic required performance testing and inspections of the plant fire prevention and control systems.
  • Review and development of Emergency Response and Security policies/procedures.
  • Responsible for REACTS calls and responses.
  • Perform other duties as assigned to meet the plant’s needs.




  • Serves as the Site Industrial Hygienist.
  • Serves as the Emergency Response Incident Commander.
  • Serves as the Plant HESQ Committee Management Representative.
  • Serves as the Alternate Facility Security Officer.
  • Serves as the CHATS Management Representative.
  • Serve as the site’s Chemical Approver Administrator.


  • B.S. in a Safety or Environmental related field, with 5+ years of experience in safety, maintenance and/or operations in chemical industry to have a full understanding of environmental & safety regulations/standards.
  • Degree requirement may be waived for a candidate that has a minimum of 10 years plant-level work experience in a Safety, Maintenance and/or Operations within the chemical industry.  Work must have had emphasis on safety, health and emergency matters.
  • Evaluating contractor capabilities to respond to plant safety needs and to be able to recommend facility changes in a timely fashion.
  • Familiarization with plant processes, products, and equipment.
  • CSP or CIH and ECA or EMT certifications are preferred.  If not currently held, individual must obtain them as part of his/her development plan.
