Arkema Inc. is actively recruiting for a HES Manager for our Corporate Headquarter in KOP, consisting of Research and Development, Pilot Plant, campus support facilities and functions, and corporate offices. The HES Manager will be part of the Industrial Safety Group reporting to the Director of Industrial Safety, Americas. The HES manager will have responsibility for three direct reports which include Senior HES Lead Specialist, Senior HES Specialist, and HES Specialist. 

 

The HES Manager, provides leadership, direction, education, and overall management of the site’s Loss Control Programs, including Environmental, Occupational Safety and Health, Industrial Hygiene, and Process Safety.  Serves as HES program champion and provides technical regulatory guidance to the site and senior management on HES-related matters.  Provides leadership of key HES initiatives, risk management practices and oversight of department budget.  Maintains positive working relationships with regulatory agency personnel and various outside auditors. Ensures that programs and management systems are in place to meet Arkema and regulatory standards.

 

The HES Manager, plays a key role in aligning HES processes and practices across the multiple businesses, functions, laboratories, and facilities within the KOP campus.  It requires interaction with executive level stakeholders (HR, R&D, Manufacturing, Business), as well as interaction and collaboration with other Arkema business centers and research centers regionally and globally.

 


Specific job activities include (but are not limited to):

 

  • (15%) Develop, implement and/or maintain comprehensive HES management systems in support of Arkema Inc., DSEG and site HES policies, procedures and programs.  Serve as a site technical resource for HES programs.

  • (15%) Manage the site regulatory programs, providing the training and oversight necessary to maintain compliance with local, state and federal regulatory requirements.  Serve as primary contact for regulatory agencies as well as external HES and loss control audits and inspections. Keep current with constantly changing applicable laws and regulations, provide guidance to the site in the interpretation of the requirements and develop and/or modify programs to meet the regulations. Ensure all regulatory required reporting is submitted in an accurate and timely fashion.

  • (15%) Provide direction, support, and coaching to HES department members so they may function as a cohesive team and provide a high level of HES support to the site while striving to ensure a safe work environment for employees and contractors. Develop HES department members through annual development plans and professional training that maintain and expand levels of expertise.

  • (15%) Manage the industrial hygiene program and practices.  Evaluate these in relation to corporate standards and industry practices.  Network with Arkema regional and global research facilities to identify best practices that can be leveraged at the KOP laboratories and R&D facilities.

  • (10%) Manage site contractor safety program in accordance with corporate standards.

  • (30%) Other duties as assigned, including:

  •  Ensure incidents and high potential near misses are investigated in a timely manner with the appropriate methodology and depth relative to the actual and potential severity, with action plans to prevent recurrence.  Serve as the site TapRoot Leader.

  •  Ensure completion and timely submittal of corporate HES data and notifications.  Serve as Site Administrator for IMPACT incident management software.  Communicate and coordinate as necessary to minimize and avoid past due occurrences by assignees.

  •  Oversee the site emergency preparedness program and function as the site Primary Incident Commander.  Provide leadership, training and oversight of the site emergency and contingency plans and emergency equipment.  Assign key roles and responsibilities as needed and ensure that federal, state, local and Arkema Corporate standards are followed. Develop and maintain a good relationship with area emergency response entities and related community organizations.

  •  Coordinate with and support the KOP Site Safety Team to implement key initiatives identified by the team, specifically, preparation of monthly safety presentations as well as any site wide events.

  • Collaborate with the four Arkema Inc. R&D labs (KOP, Cary, Exton, Wauwatosa) for the coordinated HES related objectives each year.

 

REQUIRED EDUCATION/QUALIFICATIONS /WORK EXPERIENCE:
 

  • Bachelor’s Degree required  in occupational safety, industrial hygiene or related program

  • Certified Safety Professional and/or Certified Industrial Hygienist designations preferred.

  • Minimum 15 years of experience in Health, Environmental and Safety roles of progressing responsibility, with experience supporting locations that include sizable laboratory, research and office environments.

  • Minimum 5 years of direct supervisory experience of technical professionals

  • Strong knowledge of federal and state environmental, health and safety regulations

  • Strong computer aptitude in the use of HES applications and the Microsoft Office suite.

  • Technical experience with safety and health management systems development, oversight and auditing.

  • Adept in the development and implementation of HES work processes.
