Job Dimensions

Reports to the Site Manager with functional guidance provided by the HSE groups both in the Arkema Coating Resins Business Unit (ACR BU) and in the Arkema Inc. headquarters.  This job exists to help in the maintenance of Health, Environmental and Safety (HES) compliance and continuous improvement programs in support of the site. The position will also have responsibilities for Arkema Integrated Management Systems (AIMS) program development.

 

Activities

  • Continuous improvement of programs to ensure compliance with all regulatory and permitting requirements related to Industrial Health, Occupational Safety and Environment.
  • Consult with BU HES Leadership and Arkema Inc., groups to obtain clear interpretations of site-specific regulatory process, regulations, laws, associated procedures and implementation strategies including internal management and quality systems.
  • Recognizes and analyzes HE&S risks present in the work environment and assists the Team in the development of programs, procedures and /or work processes to mitigate those risks.
  • Participates in Root Cause Investigations involving any/all HSE matters at the NKC site as well as development and completion of related corrective actions.
  • Interaction with government agencies and ensure permits and license are up to date.
  • Participates in missed compliance tasks investigations and the development of corrective actions.
  • Development and coordination of all regulatory submittal requirements as well as reporting of chemical inventory, emission (air-water-waste) metrics and other HSE data to Corporate Arkema (REED).
  • Monthly safety reporting on Impact Enterprise software
  • Coordinate third-party contractor efforts related to Industrial Health monitoring and reporting at the site with support from other ACR and Arkema Inc resources. Use of the ACR SME for Industrial Hygiene for support and guidance.
  • Acts as the liaison between the Business Unit, Arkema Inc., and site HSE network.
  • AIMS Coordinator.  Responsible for continual improvement to the Arkema Integrated Management System.
  • Member of the contractor training team.
  • Supports (PHA) Process Hazard Analysis and (MOC) Management of Change review teams.
  • Member of Site PSM team. Participates in all MOC, PHA, PSSR meetings.  
  • Ensure the safety of site personnel through compliance with occupational safety and health regulations, and maintain the attitude that all accidents are preventable.
  • Provides the Site Manager with reporting data for the NKC site.
  • Assist in ensuring all regulatory compliances are met and maintained in the NKC site.
  • General plant management team participation, assisting as needed.
  • Ensures that all activities under his/her direction are performed in accordance within regulatory compliance with local, state and federal regulations as identified, including those listed in the OSHA standards table 1910.19 –1910.1000, 49CFR, and 29CFR.
  • Utilizes the MOC and Implementation Work Process to effectively deliver the regulatory guidance, required documentation, and training to the appropriate groups.  
  • Ensures compliance with HE&S requirements and effective implementation of the various global HE&S management systems, work processes, and data management systems.
  • Maintain all safety, environmental records
  • Schedule & coordinate required safety training as necessary.
  • Oversees/Performs RCRA inspections.
  • Other duties as assigned.

 

Context and environment

  • This is a plant-based position.
  • The compliance support includes the coordination and administration of existing HSE programs, determining the applicability (and non-applicability) of regulatory requirements of the facility.
  • Maintain a high level of communication from the Business on all HES related matters.

 

Accountabilities

  • Reporting of chemical inventory, emission (air-water-waste) metrics and other HES data to both regulatory agencies and Corporate Arkema.
  • Responsible for all health, safety and environmental training of the site employees as required by Federal, State and local regulations and as required by Corporate HES training policies.
  • Responsible for industrial hygiene monitoring of site and personnel.
  • Responsible for maintenance of the OSHA 300 Log.

 

Qualifications / experience required

  • Minimum high school diploma or equivalent, college education a plus
  • Degree in health, safety, environmental disciplines or equivalent certifications/experience, strongly preferred. 
  • A working knowledge of state and federal health and safety regulations.
  • Strong working knowledge of Microsoft Excel, Word, and Power Point is essential.
  • Familiarity with the IMPACT Enterprise system.
  • Demonstrated organizational skills, ability to shift priorities and meet deadlines.
  • Excellent verbal and written communications skills to communicate with hourly workforce, business leaders, customers, and business technical resources.
  • Experience participating and leading behavior based safety programs (BBS).
  • Knowledge in and experience with facilitating task hazard analysis (THA) program.
  • Previous experience in a manufacturing environment
