Process Safety/Health, Safety, & Environment Engineer

Situation in organization


Position reports directly to the Torrance Plant Manager.  HES Technician as a direct report.


Job dimensions

Maintains the site Process Safety, Environmental, and Risk Management Programs and works with all plant departments to develop effective compliance systems. Involved in all aspects of Health and Safety Training, Emergency Response operations, accident investigations, and regulatory reporting.





  • Hazardous and nonhazardous waste handling and disposal coordination.
  • Development and coordination of all regulatory submittal requirements as well as reporting of chemical inventory, emission (air-water-waste) metrics and other HES data to Corporate Arkema (REED).


Process Safety:

  • Ensure process safety information is up to date
  • Identify and implement technical solutions to resolve PHA and process safety related action items


Health and Safety:

  • Lead or participate in Root Cause Investigations involving any/all HES matters at the Torrance site as well as development and completion of related corrective actions.
  • Coordinate onsite efforts related to Behavioral Based Safety (Worker Observation) and Hazard Recognition programs ensuring all internal benchmarks are met.
  • Develop and ensure effective Accident/Incident Response procedures exist and are properly implemented at the Torrance site.  These procedures must include internal/external communications and arrangements with local service providers (Occupational Clinics, Emergency Medical Teams, Fire Department and other First Responders).
  • Recognize and analyze HES risks in Torrance site operations that impact HES performance and customer service levels.  Also assist the onsite Team in the development of programs, procedures and /or work processes to mitigate and preferably eliminate those risks. 


Management System:

  • Develop and coordinate onsite programs to ensure compliance with all regulatory and permitting requirements related to Industrial Health, Occupational Safety, Environment and Process Safety Management (PSM) requirements.
  • Leads and manages all components of Arkema Integrated Management System (AIMS) Element 4, Element 5, and Element 8
  • Acts as OHSAS 18001/ISO45001 Coordinator.
  • Acts as the liaison between the Business Unit, Arkema Inc., and site HES network.
  • Consult with BU HSE&Q Leadership and Arkema Inc., groups to obtain clear interpretations of site-specific regulatory process, regulations, laws, associated procedures and implementation strategies including internal management and quality systems.
  • Participates in the review of plant capital projects and new product introduction.
  • Interaction with government agencies, internal/external auditors and other authorities to ensure permits, certificates and licenses are valid and properly reflect operating conditions at the site.
  • All other duties as assigned.


Context and environment

This position will be based in Torrance, CA

  • The compliance support includes the coordination and administration of existing HES programs, determining the applicability (and non-applicability) of regulatory requirements of the facility.
  • Maintain High level of communication from the Business on all HES related matters.

Qualifications / experience required

  • 3-5 years of experience with HSE programs, including Process Safety, in a manufacturing setting
  • Familiarity with HES regulations, rules and processes.
  • Experience with Manufacturing Management Systems, procedures and work processes
  • Bachelors Degree in Chemical Engineering or a technical field related to Health, Safety or Environmental studies
  • Highly motivated team player able to work at a fast pace
