The HES Manager, reporting to the Plant Manager, leads health environmental and safety implemation, compliance and continuous improvement programs in support of  a PSM dhemical manufacturing facilityl  The site maintains a head cout of 80 +/- and a contract security staff of 5.  The HES Manager will also have responsiblities for Arkema management systems program development and training.  Responsibilities may include:


Health/Loss Control (15%)

  • Implement, manage and continuous improvement of management systems program at the facility. Serve as the designated site Loss Control Manager. Provide overall leadership and direction to element champions.
  • Manage and sustain site loss control and risk reduction programs at the facility.  Provide overall leadership and direction to loss control inspectors and risk assessments.  Conduct/Coordinate loss control and/or risk management training. 
  • Manage and/or sustain Industrial Hygiene program at the facility including oversight of outside contractor..  Provide overall leadership and direction to personnel.  Conduct/Coordinate routine and/or non-routine air monitoring and noise testing.
  • Develop, drive and/or maintain comprehensive management systems in support of Arkema Corporate and plant HES policies, procedures and programs.  Serve as a site technical expert for HES programs
  • Responsible for chemical approval and chemical inventory process for plant and pilot plant operations.
  • Organize and submit site metrics/KPI’s for global Sartomer and Corporate HES


Environmental (30%)

  • Primary Negotiator for Environmental Regulatory Permit implementation and/or amendments.
  • Provide technical and operational expertise on Title V / NSR Permit amendments and issues.
  • Manage remediation at the site as the primary contact for the business and site.  This will involve managing ongoing costs and working with all parties involved.
  • Provide leadership and technical expertise on key and direction on specific environmental areas of compliance such as deviation management, environmental excellence, Hazardous Waste, and Stormwater Management.
  • Alternate/ Primary Incident/Emergency Commander by providing leadership, training and oversight of the site emergency and contingency plans.  Assign key roles and responsibilities as needed and ensure compliance with federal, state, local and Arkema Corporate standards.
  • Primary contact for Third Party Inspections and Audits pertaining to OSHA / EPA or other HES-related programs.
  • Complete, submit and defend all environmental reporting for the plant (PAEDP, Tier II, TRI (toxic release inventory), Title V, Stormwater DMR (discharge monitoring report), etc.) 


Safety (30%)

  • Participate in LOPA Process Hazard Analysis for PSM and non PSM processes. Serve as Primary Contact for PSM..
  • Site specific strategic long term planning
  • Lead projects and initiatives involving cross-functional groups
  • Responsible for the  Emergency Response Coordinator by providing training to respond to fire or chemical incidents at the site and interfacing with local emergency response organizations during incidents
  • Manage and improve site contractor safety management program in coordination with Plant Maintenance  Revise or amend system as needed to be compliant with federal, state and local guidelines.
  • Management of the plant HES Incident management system's effectiveness(IMPACT); recommend and assign appropriate corrective actions.
  • Conduct/coordinate incident investigations.  Serve as site contact and system manager for IMPACT incidents and data management system.  Serve as site lead investigator for incident investigations and provide incident investigation training to site personnel. 
  • Lead monthly reviews on the status of incidents investigations and corrective/preventative action status.
  • Drive all site safety training.  Develop and execute annual HES training plan and incorporate training into detailed site training matrix. Review and update, as required,  all Safety training documents and program outlines in our document control (TMS) and learning (LMS) systems.
  • Provide leadership, direction for HES Department and implement an effective development program for department personnel. Provide leadership meeting or exceeding site HES goals and site Budgetary Goals.
  • Supports Loss Control policy, Arkema management systems and OSHAS 18001.
  • Supervises the Safety Facilitator 
  • Complies OSHA logs and keeps site in compliance on annual postings
  • Completes VPP(OSHA) annual report and leads drive to maintain stie VPP status
  • IMPACT leader for site, providing training and assistance in all areas


OHSAS (10%)

  • Arkema management  systems/OHSAS 18001& 45001 Coordinator
  • Arkema management system elements champion for Element 2.4 training, and 2.5 process, Element 4.1 thru 4.5, and 4.7 for Risk Assessment, Element 5.2 thru 5.5 Management of HS risks, environmental aspects, security, and Control of risks related to dangerous goods transportation, Element 7.1 safety Purchases and Element 8 Emergency Preparedness.


The successful candidate will have: 

  • BS in Chemical or Environmental Engineering or Science
  • 8-10 years industry experience in  Environmental, Safety and Health (Manufacturing, PSM regulated facility strongly preferred)
  • Professional Certification Preferred (i.e. CSP, CHMM, CIH, or CPEA)
  • Training in incident investigation techniques (TapRooT® or Cause Map methodology)
  • Strong knowledge of MS Office; IMPACT Enterprise and training software desirable
  • Previous preparation of environmental and safety compliance reports strongly preferred
  • Proven ability to influence actions and mindset in leadership team framework
  • Excellent communication, project management and organizational skills
  • Ability to shift priorities and meet deadlines as plant requirements change
  • Ability to view issues from multiple angles and find root cause to solve problems effectively
  • Strong leadership and team work  capabilities
  • Ability to work flexible shifts when required
